Abstract

This research examines the issue of the welfare of State Civil Apparatus (ASN) lecturers in relation to mental health and the delay in payment of Performance Allowance (Tukin) under the scope of the Ministry of Science and Technology. The analysis was conducted with a qualitative approach based on digital media, using the framing analysis method of online news from various sources in the 2024-2025 period. The results of the study show that the implementation of the policy of Permendikbudristek No. 44 of 2024 has not touched all levels of ASN lecturers, resulting in injustice in income distribution, weakening work motivation, and psychosocial impacts on affected lecturers. In addition, delays in cross-ministerial regulations, inaccurate budget allocations, and the absence of effective communication channels have also exacerbated the lecturers' mental distress. The peaceful demonstration by hundreds of ASN lecturers is a legitimate expression of disappointment with an unresponsive bureaucratic system. This study recommends transparency in annual budget allocations, accelerated payment of Tukin arrears 2020-2024, the establishment of a policy communication forum, and periodic evaluations based on indicators of lecturers' well-being and mental health. The findings confirm that without a concrete and responsive commitment from the government, the quality of national higher education risks being eroded by the academic welfare crisis.
